On April 7, 2026 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced inspection at the above mentioned Child Care Center to conclude a complaint investigation. LPA met with Director Viktoriia Shevknunova and informed them the purpose of the inspection. At the time of the inspection 77 children were present.

The allegations of Qualifications - Staff does not have the required qualifications and Ratio - Staff are operating out of ratio could not be corroberated. LPA's review of staff files revealed teachers in the preschool classrooms have the required qualifications to provide care and supervisoin independently. Additionally, interview with director revealed they are aware of which staff cannot be left to supervise children independently. Further, interview with staff revealed they understand a qualified teacher can have up to 12 preschool children or 6 toddlers.

The allegation of staff does not assist children with toileting needs could not be corroborated. Interviews with staff revealed there have been instances where staff have disagreed on who would change a diaper, however the child's needs were ultimately met. Additionally, staff interviewed stated they have not refused to assist in a child's toileting needs.

The allegation of Personal Rights - Staff do not ensure toxins are accessible to children could not be corroborated. Staff interviewed stated they keep toxins out of reach of children. Additionally staff stated they keep cleaning products on elevated surfaces beyond the reach of children in care. Additionally, during LPA's inspections, LPA did not observe any toxins to be accessible to children in care.

The allegation of Personal Rights - Staff interacts with children in an inappropriate manner could not be corroborated. Staff interviewed revealed they engage with children with activities that the children respond well too. Additionally, staff stated if there are moments where if they feel overwhelmed they have the ability to ask for additional support from other staff.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated. Report was reviewed with Director Viktoriia Shevkunova and notice of site visit was given.
