| Allegation #1: Facility Operating Out of Ratio
LPA interviewed multiple parents, most of whom stated they had not observed the facility providing care and supervision to children without having enough staff to supervise them (See LIC812).
LPA also reviewed the staff handbook, which provides guidance on page 8 regarding proper children-to-teacher/staff ratios as outlined by Title 22 California Code of Regulations (See LIC812).
LPA conducted staff interviews, which revealed that staff are familiar with the proper children-to-teacher ratio as outlined in Title 22. All staff who were interviewed acknowledged that the correct ratio is 12 children for every 1 teacher and 6 toddlers for every 1 teacher. Furthermore, all interviewed staff stated they have never observed the facility being out of ratio.
LPA also obtained and reviewed 90 days of children's sign-in/out sheets and staff schedules. When cross-referencing the staff schedules and children’s sign-in/out sheets, LPA did not find any days where the facility was out of ratio (See LIC812).
Allegation #2: Staff Commingling Day Care Children
LPA interviewed multiple parents, most of whom indicated that when they drop off or pick up their children, they have not observed a teacher caring for children while also caring for older or younger age group. Parent interviews revealed that most parents are satisfied with the level of care their children receive.
The Director also stated that the center complies with Title 22 regulations pertaining to commingling, and staff interviews confirmed the staff’s understanding of what commingling means. The staff who were interviewed are aware that commingling is not allowed under Title 22 California Code of Regulations. Continued on LIC9099-C
