On June 20, 2023 at 12 PM, Licensing Program Analyst (LPA) Susana Martinez conducted an unannounced Required- 1 year and increase in capacity inspection. LPA met with licensee Aracely Sanchez and advised her the purpose of the inspection. Licensee provided LPA a tour of the home inside and out. There were five children in care at the time of the inspection.

The two story home has a gated pool that is off limits. LPA observed the pool to be secure and inaccessible to the children The licensee uses the living room, dining room, kitchen and hall bathroom for day care. The upstairs is off-limits, LPA observed a safety gate at the bottom of the staircase. LPA observed a metal barrier on fireplace. LPA did not observe any toxins/hazardous items accessible to children. A functioning carbon monoxide detector is located in the dining room and a smoke alarm was observed in the kitchen, which was tested by the licensee and found to be working.

Required licensing documents were observed to be mounted on the wall at the entrance of the home. Fire and earthquake drills are being documented every six months. Last drill was conducted on 5/30/2023. A regulatory fire extinguisher with a purchase date of 6/1/23 was observed to be mounted on the wall inside the kitchen. Licensee is reminded to purchase or service a regulatory fire extinguisher yearly.

Kitchen cabinets were locked and knives are being kept in a cabinet above counters to keep out of reach from children. Children have access to toys that are age-appropriate inside and outside of the home. Back yard play area is enclosed and has plenty of activities. Licensee states there are no guns and/or ammunition in the home.
Licensee has three dogs living in the home. Licensee provided LPA a copy of dog's immunization records which are all current. LPA observed dogs interacting well with children in care.

LPA reviewed children's files and found them to be complete. Licensee CPR/first aid is valid through 6/2025. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com Licensee's mandated reporter certificate is valid through 5/2025.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed a safe sleep log being documented for infants in care every 15 minutes.

Licensee advised there were no children in care that required Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The Oxnard Fire Department granted a fire clearance on 5/30/23. The home meets Title 22 Division 12 requirements of a Large FCCH. Effective date of license is today, June 20, 2023. Once licensed, the applicant is required to comply with the terms and limitations stated on the license. A ratio/capacity handout was given to the licensee.

There were no deficiencies cited during todays inspection.

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted and report was reviewed with the licensee Aracely Sanchez.
