On September 21, 2022 at 2:10pm, Licensing Program Analyst (LPA) Laura Villanueva conducted an unannounced inspection. When LPA arrived and rang the ring door bell, no one answered the door. LPA called licensee. Licensee stated that she was picking up children at school. LPA met with Licensee, Yuliana Perez and explained the purpose of the inspection. LPA asked pre-screening questions related to COVID-19. Licensee’s responses suggest no COVID exposure on site. LPA and Licensee conducted a tour of the facility inside and outside. LPA observed a total of 14 children with 2 staff then licensee arrived with 1 child from school. 13 children were sleeping cramped almost on top of each other in a small hot room and another child was sleeping on a sofa in the living room. The rest of the house had an conditioning coming in, but this room did not. There was a gate between the entrance and the living room/kitchen keeping children in a small area of the home. Licensee was advised that she is over capacity and needs to terminate children immediately. LPA provided Licensee with a copy of a capacity chart for a large child care license. Licensee stated that she was unaware of the regulations for capacity. LPA reviewed child files to identify ages of children in care. LPA observed most children to be under 2 years old.

Today, deficiencies cited under Title 22 Division 12. Appeal rights given.

Upon receipt of this report, licensee shall post and provide copies of this licensing report to parents /guardian of children in care at the facility and to parent/guardians of children newly enrolled at the facility during the next 12 months. Licensee to provide LIC 9224 for each child in care and have each parent sign the form that they have received a copy of the report LIC 809 and LIC 809D. THIS REPORT MUST BE FILED IN FACILITY FILE AND MADE AVAILABLE FOR PUBLIC REVIEW FOR 3 YEARS.

Child care assistants did not open door for LPA until LPA called Licensee. LPA explained that the door must be open for inpection authority. Submit a written plan for correction.

LPA advised Licensee to nap children in areas that are licensed like the livingroom not just in one room. LPA advised Licensee that there should be precautions taken for COVID-19.
