On 03/19/2026, at 9:15 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced inspection of the Child Care Center (CCC) to deliver findings regarding the allegation noted above. LPA met with Lisa van der Merwe, Director of the CCC, and explained the purpose of the inspection. LPA in the company of the Director toured the interior and exterior of the CCC. LPA notes fifty-four (54) children are in care at the time of the inspection, along with eleven (11) staff (cleared and associated) providing care and supervision.

The investigation included two unannounced inspections, records review, and interviews. Interviews were conducted with CCC staff. LPA notes parents of children enrolled and children in care were not interviewed for this investigation.

Interviews and documents reviewed did not corroborate the allegation noted above. LPA interviews and records review found that the CCC follows reporting requirements as outlined in Title 22.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur, therefore, the allegation is UNSUBSTANTIATED.

An exit interview was conducted with Director, Lisa van der Merwe. Director was provided with Appeal Rights (LIC 9058) and a Notice of Site Visit (LIC 9213). Notice of Site Visit must be posted for 30 days or a civil penalty of $100 may apply.
