On September 14, 2023 at 10:30 AM, Licensing Program Analyst (LPA) Laura Villanueva made an unannounced visit to conduct a Required - 1 Year Inspection. LPA met with licensee, Gillermina Garcia and explained the purpose of the inspection. LPA and Licensee toured the interior and exterior of the home. Licensee was caring for 5 child at the time of the inspection. The assistant arrived later.

The home is a 5 -bedroom, 3 bath 2 story home. The licensee uses the family room (play area), dining area, kitchen, hall bathroom and the backyard for childcare. Licensee added a bedroom, removed the wall in the playroom, and extended out front door area. Licensee submitted an updated application and facility sketch The living room, 5 bedrooms, 2 bathrooms, and garage are off limits and are inaccessible to children in care. Upon LPA's arrival 3 infants were in car seats. LPA asked licensee to remove children from car seats, LPA advised licensee that car seats are not permitted in the child care. They are to be used for transportation in the car. LPA observed a screened fireplace in the living room making it inaccessible to children in care. LPA observed age appropriate toys, teaching materials, and furnishings available for children in care in good condition and free of hazards. Licensee has a secured fence in the backyard and age appropriate toys for children in care, found in good condition and free of hazards. All adults in the home are fingerprint cleared. LPA observed a set of knives on the kitchen counter. LPA explained to licensee that hazardous items need to be placed 5 feet or higher or placed in a locked cabinet. Licensee moved knives to a high cabinet in LPA's presence. A type B deficiency was issued. A regulation 2A10BC fire extinguisher was observed mounted with a service date of 6/23/2022. Licensee is reminded to service or purchase the fire extinguisher yearly. Licensee will have fire extinguisher serviced today. A type B was issued. Licensee states that there are no firearms and ammunition in the home. Licensee has 3 dogs in the home. Their vaccinations are up to date.

LPA observed the home to be orderly. A fenced waterfall was observed in the back yard. The fence is over 5 feet tall making it inaccessible to children in care. No toxins nor hazards are accessible to children in care. Detergents and cleaning compounds are stored in the locked laundry room keeping items out of reach of

children. The bathroom to be used for children in care was observed to be clean and sanitary. LPA observed a carbon monoxide and smoke alarm detector in the kitchen area.

Licensee's Pediatric First Aid/CPR certificate is valid until 7/12/2023. Licensee will complete CPR/First Aid class on 9/18/2023. Licensee will submit certificate when the class is completed. Assistant's CPR/First Aid certificate is valid until 2/7/2024. LPA issued licensee a technical violation regarding child care provider's CPR/First Aid needs to be current. AB 1207 Mandated Reporter Training certificate is valid until 9/2/2021. Licensee will complete course and submit certificate. A type B deficiency was issued. Licensee last completed an emergency disaster drill on 8/23/2023. All required forms including Notification of Parent's Rights are prominently posted for parent's or authorized representatives to view. A roster of children in care was observed current and complete. All children records were reviewed, and LPA observed Identification and Emergency Notification forms (LIC 700) and a copy of immunization records on file.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information
