On February 15, 2022 at 2:20 PM, Licensing Program Analyst (LPAs) Michael Mathew and Dean Thompson conducted an announced visit for the purpose of performing a pre-licensing inspection. Prior to entering the facility, LPA spoke to applicant Zack Tinker and conducted a COVID-19 risk assessment. All answers indicated no exposure to COVID-19. LPA discussed the nature and purpose of the inspection. Applicant and LPA toured the facility inside and outside. 2 fingerprint cleared adult residents and 2 children were present at the time of the inspection.

The home is a three bedroom, two bath single story home. The applicant will use the living room, kitchen,two bedroom, one bathroom, and backyard for the day-care. There are age appropriate toys and furnishings in good condition and free of hazards. Applicant stated that the master bedroom is off limits which is made inaccessible with a safety knob. LPA observed miscellaneous items and furnishings in the garage which will be inassessable . The backyard/patio is fully enclosed with a fenced wall with one large playset which will be assessable to children. LPA observed cabinets and racks in the front yard which is inaccessible. Applicant will be using the living room and the backyard/patio as the main play area for children in care. Applicant has age appropriate toys and play structures and materials in the backyard readily accessible to children. All adults in the home are fingerprint cleared. LPA did not observe any toxins/hazardous items accessible to children.

LPA observed a 3A10BC fire extinguisher next to the kitchen garage. Applicant purchased a new fire extinguisher that meets regulations which was purchased on 2/14/2022. Applicant is reminded to service or purchase the fire extinguisher yearly. LPA had applicant test dual smoke and carbon monoxide detectors in the home and were found operational.

LPA observed that home is to be clean and orderly,No bodies of water were observed on site. Applicant stated that there are ammunition which is locked in the master bedroom which is inassessable to children in the home. Detergents and cleaning compounds are stored in the laundry room which is inassessable to children Applicant's Pediatric First Aid/CPR certificate is valid until 10/11/2023. Applicant's Mandated Reported Training certificate is valid until 10/6/2023. LPA reviewed and verify control of property. Preventative Health and Safety and Nutrition Training completed on 1/20/2022

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA issued the applicant updated samples of state required forms to be kept in the children's records. LPA also discussed and provided Guidelines to Safe Sleep and Effects of Lead Exposure leaflets. Applicant was provided PIN 20-24-CCP - Recently Approved Safe Sleep Regulations In Effect and LIC 9227 (Infant Sleeping Plan). Applicant was informed that baby walkers, jumpers, bouncers, exersaucers, or any similar article are not permitted on the premises during day care hours. Applicant were made aware of the responsibility to know the regulations for Family Child Care Home which can be accessed on-line at www.ccld.ca.gov.


LPAs reviewed, discussed and gave licensee updated samples of state required forms to be kept in the children's file, required forms to be posted and forms that needs to be maintained at the Family Child Care Home (FCCH). LPAs discussed information about safe sleep and Covid-19 guidelines.

No deficiencies cited during today's inspection. License to operate a Family Child Care facility is effective today 2/15/2022.

THE NOTICE OF SITE VISIT WAS POSTED AS REQUIRED BY H&S CODE SEC. 1596.817. THE NOTICE OF SITE VISIT MUST REMAIN POSTED FOR 30 DAYS OR A CIVIL PENALTY OF $100.00 WILL APPLY.
