On April 6, 2023 at 12:31 PM Licensing Program Analyst (LPA) Susana Martinez conducted an unannounced required 1 year inspection. LPA met with licensee Yanira Ortega and advised her of the purpose for the inspection. Together with the licensee LPA toured the home inside and outside. At the time of inspection there were 5 children present along with licensee and husband. No bodies of water were observed at the time of inspection.

The children have access to the living-room, dinning room, backyard and one bathroom. The kitchen was observed to be inaccessible to children in care and had baby gates all around. The backyard is fully enclosed and has sufficient shade and age appropriate toys and play structures. LPA observed sleeping cots and a play pin readily accessible for children to sleep in. LPA reminded licensee that play pins/cribs must be clear and contain no objects including blankets, toys, bottles while the child is sleeping in it.

LPA observed a 2A10BC fire extinguisher to be mounted on the wall near the kitchen. The receipt shows a purchase date of 03/28/2022. LPA reminded licensee to purchase or service the fire extinguisher yearly. Licensee states she will purchase a new fire extinguisher today and submit proof of purchase to LPA. LPA observed a fire and carbon monoxide detector located in the hallway. Licensee states she wishes to change capacity and apply for a large FCCH license. LPA provided information for change of capacity. LPA also provided a copy of Fire and Disaster Drill template as licensee states the last one conducted was in 12/22, but did not log it.

A sampling of five children's records were observed to be current and up to date. Licensee CPR/first aid is valid through 5/2023. Assistant's CPR/first aid certification is valid through 03/2025. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com Licensee's mandated certificate is valid through 02/2024 and assistant's is valid through 03/2025.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed a safe sleep log being documented for infants in care every 15 minutes.

Licensee advised there were no children in care that required Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. There were no deficiencies cited during todays inspection.

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
