On July 10, 2024, Licensing Program Analyst (LPA) Aaliyah Zendejas conducted an unannounced Annual/Random Inspection to the above mentioned family child care home. LPA met with Licensee Anita Cortez and explained the purpose of the inspection. Licensee's assistants, Heidi Cortez (S1) and Irma Castro (S2) were also present during the inspection. LPA toured the interior and exterior of the facility with licensee. The Family Child Care Home (FCCH) is a four bedroom home with 3 restrooms, living room, front play room, kitchen, dining room, and outdoor fenced backyard. Licensee stated there guns and ammunition in the home. LPA observed the guns and ammunition to in a lockbox, locked and kept out of reach of children in care.

The children have been designated access to the living room, front play room, one restroom, and enclosed backyard area.The upstairs area is all inaccessible to children via a gate blocking the stairway. LPA observed licensing required documents posted prominently at the entrance. LPA asked licensee if they had been conducting fire drills and they said they have not. Fire extinguisher 2A10BC was placed inside the home, and was last serviced in May 2023. LPA advised licensee to get the fire extinguisher re-serviced. Carbon monoxide detector was tested at 11:57 AM and found to be in working condition.

LPA observed knives placed out of reach of children in the kitchen. Children have access to toys that are age-appropriate inside and outside of the home. There are no bodies of water present at the time of inspection. During the tour, LPA did not observe any hazards/toxins items accessible to children in care.

LPA reviewed five children files. All children's files were current. LPA asked licensee for safe sleep records for children. Licensee stated they were not documenting 15 minute checks for infants. Licensee CPR/first aid is valid through 03/26/2026. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com Licensee’s mandated reporter certification is valid through 06/2026.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee does have infants in care.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE, Anita Cortez, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

There were 3 type B deficiencies cited during today's visit. See 809-D for more details.

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

All children, age and ability permitting, and the provider, the assistant provider, and other members of the household, shall be instructed in their duties under the disaster plan.
