On April 10, 2024 at 1:25 PM, Licensing Program Analysts (LPAs) Aaliyah Zendejas and Susana Martinez conducted an unannounced Case Management - Licensee initiated inspection for an increase of capacity. LPAs were greeted at the door by licensee's husband, Norberto Rivas who was taking care of children while licensee went to pick up the other children in care. LPAs counted the amount of children in care at time of visit which was two and waited for licensee to arrive. Licensee Blanca Rivas arrived at 1:49 PM and provided LPAs with a tour of the facility.

The single story home has 4 bedrooms, 2 bathrooms, an enclosed back yard, living room, dining room, and kitchen. Accessible rooms to children in care are the living room and dining room, one playroom, and the enclosed back yard. The fire place in the living room was observed to be barricaded by a gate to prevent children from having access. A body of water was observed in the backyard which was pond, but was guarded by a 5 foot gate that children were not able to open.

A fire clearance was granted by Oxnard Fire Department on 3/22/2024 by Jesus Topete.
The home meets title 22 regulations for a Large Family Child Care Home (FCCH). Large License is effective today 04/10/2024.

LPA advised Licensee that once license for a large FCCH, the capacity limitations shall be maintained at all times. When there is no qualified assistant, the capacity must revert back to the requirements of a Small FCCH, Licensee must notify the parents when caring for more than 12 children using the form LIC9150. LPA provided a pictorial handout of the capacity requirements for a large FCCH.

No deficiencies were issued during today's inspection.
Notice of site visit was given.
Exit interview was conducted and report was reviewed in Spanish with Licensee, Blanca Rivas.
