This is a change of ownership for Holy Cross: 561710696 effective 6/14/2023.

On June 14, 2023, Licensing Program Analysts (LPAs) Susana Martinez and Rosie Breault conducted an announced pre-licensing inspection for change of ownership. LPA met with director Marissa Gruber and discussed the purpose for the inspection. Director and LPA toured the facility inside and outside. At the time of the inspection there were 19 children with 4 staff members present.

No bodies of water were present at the time of the inspection. The facility plans to operate Monday- Friday 7 AM- 6:00 PM. Director states AM/PM snacks are provided. LPA observed the kitchen to be clean and in working condition. The center uses the Brightwheel app for sign-in/sign-out and also uses this as a means of communicating with the children's parents/authorized representatives.

LPA observed sufficient age-appropriate toys and learning material throughout the facility. No hazards/toxins were observed to be accessible to the children in care. LPA observed first aid kits throughout the facility. The facility will be occupying 4 rooms for care which are the labeled as yellow, blue, green, and purple. The green room is currently not being used for childcare. Director states the center wishes to use the green room for a toddler option in the future. Each room was observed to have a carbon monoxide detector. The facility has two preschool outdoor yards. One directly outside the yellow classroom and the other directly outside the with sufficient shade and age-appropriate toys and structures. Two toilets and 2 sinks were observed in the outdoor play area. The yellow has 4 stalls and 2 sinks. Children have access to an additional 2 toilets and 1 sink located next to the kitchen.

A fire clearance was granted by the Ventura County Fire Department on 4/25/23.

LPA provided and reviewed with Site Supervisor the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed information capacity, ratios, current Covid-19, and safe sleep requirements. Site Supervisor was made aware that it is the facility's responsibility to know the current regulations for a CCC which can be accessed on-line at www.cdss.ca.gov.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s records. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA's provided a copy of a Criminal Background Clearance Transfer Request (LIC9182) form.


The center meets Title 22 Division 12 requirements. License will be effective today, 6/14/2023 for total capacity of 24 children.


Exit interview was conducted and report was reviewed with the director Marissa Grueber.
