25 | On September 04, 2024, Licensing Program Analyst (LPA) David Roman (D. Roman) conducted an unannounced Case Management, Change of Capacity inspection at the Islas FCCH. LPA D. Roman met with Licensee Assistant, Josefina Garcia (J. Garcia), as the Licensee was out of the home, present were 3 children. 2 children are Licensee's children and 1 child is being cared for. LPA D. Roman and informed J. Garcia of the purpose of the inspection. Along with Assistant J. Garcia, LPA D. Roman conducted a tour of the facility inside and outside. LPA D. Roman toured the interior of the facility which consist of 2 bedrooms, 2 bathrooms. 1 bedroom is used for childcare that is a playroom and 1 bathroom. The other bedroom and bathroom is off limits to the children in care. The kitchen is blocked off by a children's gate, knives are kept high out of children's reach. Cleaning solutions and materials are kept under the kitchen sink which is also locked by a child's lock. LPA D. Roman did not identify any health or safety hazards while conducting a facility tour.
Assistant J. Garcia contacted Licensee via telephone to inform that LPA D. Roman was present in the facility. At a later time, Licensee, Natalie Islas (N. Islas), arrived to the facility and reported to have submitted time sheets to the Children's Home Society. LPA D. Roman informed the Licensee of Title 22 Regulations regarding Licensee's need of remaining in the facility 80% of the time during the facilities hours of operation. LPA D. Roman observed s fire extinguisher that meets regulations (2A10BC), fire clearance for Change of Capacity was completed on August 01, 2024. LPA D. Roman reviewed Mandated Reporter Training certificates for Licensee and Assistant which are valid until 1/31/2025. LPA D. Roman also reviewed Licensee N. Islas's Pediatric CPR/First Aid which is valid until 1/25. LPA D. Roman observed multiple Smoke and Carbon Monoxide fire alarms to be operational at 11:25 AM. Licensee submitted documentation for a FCCH change of capacity. The Licensee N. Islas is seeking to change the FCCH's capacity from 8 small FCCH to 14 large capacity. The Ventura County Fire Department granted a fire clearance following an inspection completed at the Islas FCCH. The home meets Title 22 of CCR requirements for a Large Family Child Care License which is effective today 09/04/2024.
