On 5/15/2024 at 10:03am Licensing Program Analyst Rosie Breault conducted an announced pre-licensing inspection for an addition of components being served. Upon arrival, LPA met with center supervisor Antonio Frias. Licensee is requesting to increase facility’s care and supervision to serve 8 infants aged 0 to 24 months, 12 toddlers aged 18 months to 36 months, and 84 preschoolers aged 2 years to entry into first grade, for a maximum facility capacity of 104 children. Hours of operation are Monday – Friday 7:30am-5:30pm. At the time of the inspection, there were 19 children present. This is a single license conversion from facility number 561710651. This facility is on the grounds of Oxnard Community College. Fire clearance was granted on 3/14/2024.

LPA toured and measured the on-limits areas and classrooms located at the facility.The facility has a total of 7 classrooms. Toddlers utilize classroom #1, infants utilize classroom #2, preschoolers utilize classrooms #3, #4, #5, #6, and #7. There are 17 sinks and 10 toilets available for children’s use.

The facility was observed to be clean, safe, sanitary and in good repair during the inspection ensure the safety and well-being of children, employees, and visitors. Parents/authorized representatives use written logs for the purposes of signing in and out. The facility offers two snacks for children and kitchen was observed to be clean, free of pests and in good working order. Floors of all rooms have a surface that is safe and clean. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children. At the time of the inspection, all toxins, cleaning supplies, poisons were rendered inaccessible to children. Per supervisor, no firearms or ammunition are present on facility property, no bodies of water are present at the facility.

Toddler classroom houses one changing table which has a padded surface no less than one-inch thick and covered with washable vinyl / plastic, and in good repair. In addition, LPA observed one toilet, two sinks, waste receptacles with tight fitting lids, cots for napping, and water accessible for children’s use. Changing table is not located in the kitchen/food-preparation area. Carbon monoxide detector present and functioning at the time of the inspection, fire extinguisher was last serviced 8/10/2023, and first aid kit available.



Toddler outdoor play area is separated from the additional two age groups by regulation height fencing with gate. LPA observed ample shade, water fountain,and grass area. One shed is present containing children play equipment however due to the age of the children, has been rendered inaccessible by a lock.

Infant classroom houses one changing table which has a padded surface no less than one-inch thick and covered with washable vinyl /plastic, in good repair and sinks and toilets available for use. LPA observed 8 cribs with firm mattresses, tight fitted sheets, and free of loose articles and objects. The sleeping area for infants is physically separated from the indoor activity space by a sound absorbing walled partition. LPA observed one refrigerator rendered inaccessible to children by a gate. LPA observed a variety of age-appropriate toys, equipment, and manipulatives for children in care. LPA observed waste receptacles to have tight fitting lids, first aid kit and fire extinguisher present.

The infant outdoor area is separated from the additional two age groups by regulation height fencing with gate. LPA observed ample shade, play equipment in good condition, soft material to absorb falls, grass, and water available for use.

The preschool classrooms contain age-appropriate toys, equipment, mats for napping, and cubbies for individual items. Toxins, poisons, and cleaning supplies were rendered inaccessible to children and all classrooms contain toilets and sinks for use. Waste receptacles with tight fitting lids, first aid kit, and fire extinguisher present.

The preschool outdoor area is separated from the additional two age groups by regulation height fencing with gate. The preschoolers utilize one main yard, one yard outside classroom #3, and one yard outside classrooms #6 and #7. All three yards the LPA observed age appropriated equipment, toys, shade, and water. LPA observed three sheds on the main yard to house only children’s play equipment. Supervisor stated no cleaning equipment or supplies are kept in the shed and yard maintenance is conducted by the city college.

The facility maintains an isolation area to care for any child who becomes ill during the day. The isolation is located to afford easy supervision of children by center staff and can house a cot. Facility will provide two snacks. Menus shall be in writing and shall be posted at least one week in advance in an area accessible for review by the child's authorized representative. Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request.

Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.

Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.
Medications shall be kept in a safe place inaccessible to children.

A refrigerator shall be used to store any medication that requires refrigeration.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. LPA reminded supervisor that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with supervisor and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed program manager of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with supervisor the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA provided Safe Sleep FAQs, Sleep Log, and Needs and Services Plan.

Supervisor was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.

The toddler indoor measurements contain a total of 511.85 square feet. The outdoor measurements contain a total of 2,222.81 feet. Measurements will accommodate licensee’s request for 12 toddlers.

The infant indoor measurements contain a total of 380.73 square feet. The outdoor measurements contain a total of 2,407.50 square feet. Measurements will accommodate licensee’s request for 8 infants.

The preschool classroom measurements are: individual classroom #3, #4, and #5 are 887.35 square feet, classroom #6 is 558.61 square feet and classroom #7 is 530.10 square feet. The outdoor measurements contain a total of 15,298.90 square feet. Measurement will accommodate licensee’s current preschool capacity of 84 children.

Based on total measurements, facility can accommodate licensee’s requested total capacity for 104 children.

License pending approval.

An exit interview was conducted and report was provided to the supervisor Antonio Frias.
