On February 10, 2025, Licensing Program Analysts (LPAs) Rosie Breault and Fernando Hernandez conducted an announced case management inspection at the above mentioned facility. The licensees applied to add care for 16 toddlers aged 18 months – 36 months. In addition, licensee requested to increase infant age group to 24 children aged 0-24 months and decrease preschoolers to 50 children aged 2 years-6 years, while maintaining overall facility capacity of 90 children. The facility operates Monday – Friday 6:00am – 6:00pm. At the time of the inspection, there were 9 children present.

LPAs met with licensees Aruni Ganawette & Harshini Maddox and toured the facility. Facility utilizes BrightWheel app for the purposes of signing in and out, and LPAs observed required postings in a prominent location. Infants continue to utilize rooms #1, #2, and #3. Toddlers propose to utilize current licensed preschool classroom #4, and preschoolers continue to utilize classrooms #5 and #6. In addition, multipurpose room and sanctuary will remain licensed and available for use.

LPAs observed infant classroom has sufficient cribs and crib space separated from play area by sound absorbing barrier that is transparent for supervision. LPAs observed toddler classrooms to contain age-appropriate toys and equipment, ample ventilation. Toddlers will rest on cots an LPAs viewed a sufficient supply. LPAs observed first aid kits available and at the time of the inspection, toxins and poisons were rendered inaccessible to children. Fire extinguisher was last serviced on 06/02/2024. Per licensee, no firearms or ammunition are present on property.

Fire clearance was approved by Oxnard Fire Department on 01/31/2025.

. The toddler play yard is gated and separated to prevent co-mingling of age groups. No bodies of water are present on the property.

Total infant classrooms measure 1,036.24 sq. feet. Infant outdoor play yard measures 634.79 sq ft. which does not accommodate licensee’s request for 24 infants. Licensee to submit outdoor play waiver.

Toddler classroom measures 563.43 sq. feet. Toddler outdoor play yard measures 1551.53 sq ft. which can accommodate licensee’s request for 16 toddlers.

Preschool classrooms measure 1820.00 sq. ft. which can accommodate the decrease of capacity to 50 preschoolers.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

No citations were issued during inspection.

A Notice of Site Visit was given to the director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

License pending approval.
