On May 22, 2025, Licensing Program Analyst (LPA) Jennie Tedlos met with Director, Shirley Huddleson, to initiate the complaint investigation regarding the above allegation. LPA observed 9 children being supervised by 4 staff members.

While initiating the complaint, LPA Tedlos toured the facility, conducted interviews with the Director and Staff Members of the facility. LPA obtained pertinent information to assist with the investigation. During the tour of the facility, LPA observed mice and pest droppings located in the cabinets underneath classroom sinks and classroom bathroom sinks. LPA also observed documentation during the course of the investigation which showed ants in the children's cubby areas. Interviews with staff also revealed that if there are signs of pests in the facility and that when pests are seen, they are cleaned up as soon as possible.The facility staff state that there is a cleaning service to maintain the facility, which come every evening after the facility is closed.

Based on the interviews and tour of the facility, it was revealed that the facility did not ensure that the facility was free of pests, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. A Type-B Title 22 regulation is being cited on the attached 9099-D page.

An exit interview was conducted, and the report was reviewed with the Director, Shirley Huddleson.

Facility is notifying the professional cleaning service of the citation and the requirement to clean areas where droppings were found. Facility will have areas pest and dropping free by Plan of Correction due date.

This regulation was not met as evidenced by:
LPA learned through observation and documentation that there are pests and droppings in the classrooms. This poses a potential health, safety, and personal rights risk to children in care.
