25 | Licensing Program Analyst (LPA) Erwin Tjhia met with Applicant, Stephanie Hough for the purpose of a prelicensing evaluation. Applicant's tentative hours are Monday - Friday from 7:30 AM to 7 PM.
All individuals subject to criminal background review have obtained a criminal record clearance. Applicant was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Because the licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).
A health and safety inspection was conducted inside and out. The two story home has 5 bedrooms and 3 bathrooms. The off-limits area in the home are the entire upstairs, both garages, backyard, and swimming pool area. Outdoor play area was toured. Home has a swimming pool that are surrounded by 5 feet minimum pool fence that meets regulation. The fencing does not obstruct the view of the pool. The gate does swings away from the pool, self closing with self latching mechanism. The self latching mechanism is located no more than six inches from the top of the gate. LPA toured the bedrooms and verified toxic and hazardous items were inaccessible to children in care. Off-limits areas will remain inaccessible to children by doorknob covers, baby gates, baby latches, and supervision.
