Licensing Program Analyst (LPA) Cherie Acosta conducted an unannounced visit to investigate the above allegation. LPA met with Director Laronda Levias-Mallory.

LPA reviewed files and obtained copies of documents.

Facility staff admitted that a staff member recorded children while in care and posted the video on social media without parental consent.

Based on interviews which were conducted, the preponderance of evidence standard has been met, therefore the above allegation is to be substantiated.

Notice of Site Visit was provided and must be posted for 30 days.

Licensing Program Analyst (LPA) Cherie Acosta conducted an unannounced visit to investigate the above allegation. LPA met with Director Laronda Levias-Mallory.

LPA reviewed files, conducted interviews and obtained copies of documents

It was reported that staff do not have required qualifications. During the inspection LPA observed a teacher and an aide supervising 17 children. The aide present only has 3 ECE units. Based on interviews conducted a staff with 9 ECE units was left alone with children in care today. This staff is not currently enrolled in ECE units and does not met the minimum qualifications for teacher.

Based on LPAs observation and interviews which were conducted and record reviews, the preponderance of evidence standard has been met, therefore the above allegation is to be substantiated.

The attached type A violation is cited today and must be corrected by the due date. Upon receipt, licensee shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. All parents/guardians must sign an acknowledgement form of proof of receiving this report (LIC9224). The LIC 9224 must be placed in the child's file to be reviewed by licensing.
