A Prelicensing Visit was conducted today by Licensing Program Analysts (LPAs), Melissa Domantay and Melissa Guirit. LPAs met with Area Manager, Jody Walker. An application was submitted for an infant license with toddler option. A health and safety inspection was conducted inside and outside. The infant program will operate in 1 classroom and the toddler component will operate in 1 classroom, Monday to Friday from 7:00am-5:00pm. The measurements are as follows:

INDOORS (TODDLERS): 946.81 square feet = 27 TODDLERS
INDOORS (INFANTS) 1,137.19 square feet = 32 INFANTS
OUTDOORS: 3,505.61 square feet = 47 children
A fire clearance, with a total capacity of 16 infants, ages birth to 24 months with toddler option, 20 toddlers, ages 18 months to 36 months was received from the City of Richmond Fire Department.

Infant and toddler classrooms is equipped with varied age appropriate materials and equipment. The infant program will serve crib-aged infants. There is a separate crib area with 6 cribs for infants. The diaper changing counters are within arms reach of a sink. There are 3 sinks and 2 toilets available in the toddler classroom. The Director's Office will serve as the isolation area for ill children. There are 2 play yards that will be shared between infants and toddlers, Applicant will provide a play yard schedule for each program to make sure infant and toddlers do not commingle. The play yards are fully fenced in all around. Facility will provide breakfast, lunch, and PM snacks for children. There is a kitchen available. There is a washer and dryer to launder bedding daily; facility provides sheets. Parent board is located at the entrance of the facility on the wall. Facility will utilize electronic sign in/out.

The facility has a fully charged 3A40BC fire extinguisher, working fire alarm and carbon monoxide detector, and first aid supplies. There is a working telephone at the center.

Area manager is reminded that if facility plans to provide Incidental Medical Services a plan should be provided. – IMS. A Plan of Operation that includes IMS has been submitted to the Department. Eva Yabar is considered a fully-qualified infant/toddler Director. Eva has completed 16 hours of health and safety training including pediatric CPR and First Aid and Lead Poisoning and mandated reporter training.

Mandated reporter, appeal rights, civil penalties, unusual incident reporting, fingerprint requirements, and COVID protocols were discussed today. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and checking Provider Information Notices (PINs). The director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

A license for 16 infant children and 20 toddlers, total capacity 36 children will be effective today 8/25/22. An exit interview was conducted, and a copy of the report was provided to Area Manager Jody Walker.
