Licensing Program Analyst (LPA) Jyoti Saini arrived unannounced to deliver the findings from a complaint investigation for the above allegation. LPA met with Director Marie Lasker explained the purpose of the inspection. The director, 11 fingerprint-cleared and associated staff members, and 62 children in care were present for today's visit.
Based of review of video footage provided during the course of investigation the Licensing Program Analyst (LPA) determined that there were instances in which the teacher momentarily left the children unsupervised. The preponderance of evidence standard has been met; therefore, the allegation is found to be SUBSTANTIATED. California Code of Regulations, {Title 22, Division 12, Chapter 1, Section 101229 (1) is being cited on the attached LIC 9099D
Appeal rights were given.
A notice of site visit was posted and must remain posted for a period of 30 days.
An exit interview was conducted with Director Marie Lasker.

Based on interviews and a review of video footage provided during the investigation, it is confirmed that staff violated the child's personal rights by grasping the child's hand/wrist to remove child from a chair. Therefore, the allegation Staff handle children in a rough manner has been substantiated. The preponderance of evidence standard has been met; therefore, the allegation is found to be SUBSTANTIATED. California Code of Regulations, {Title 22, Division 12, Chapter 1, Section 101223 (a) (3) is being cited on the attached LIC 9099D

The director and staff shall watch the Personal Rights Video on the CCLD website and formulate a plan to ensure children's safety. Each staff member shall submit a written statement of their understanding of children's personal rights by due date 05/09/2025.
