On 10/26/2023 Licensing Program Analyst (LPA), Sarah Garcia conducted an unannounced Annual Required Inspection at the above-mentioned facility. LPA was greeted by licensee, Caterina Minter. Present in the home was licensee’s husband, Gilbert Minter.

During the initial inspection, LPA observed 4 children in care. Licensee has 13 children enrolled.

Facility operates Monday through Saturday from 6:00 a.m. to 6:00 p.m. Licensee is available to care for children 0 years old to 13 years old. Facility is Large Family Child Care Home with a max capacity of 14.

LPA toured the home inside and outside. The home is a single-family home with 3 bedrooms and 3 bathrooms, living room, kitchen area, play room, outdoor area, and garage. Licensee confirmed the following areas are designated for day care only: Living room, kitchen, and play room. LPA inspected the kitchen and did not observe any knives or sharp objects, detergents or cleaning supplies that would pose a potential risk to children in care. Knives and sharp objects were stored by the kitchen window and made inaccessible to children. LPA inspected the living room and observed it to be clean and orderly. The bathroom #1 that children use is located next to the living room. LPA observed the bathroom #1 with no poisons, medicines, or cleaning supplies posing a potential risk to children in care. The playroom is located once you walk down through the hallway. LPA inspected the play room and observed age-appropriate toys, furniture and activities for children while in care at the facility. LPA observed play yards utilized for sleep. The bathroom #2 that children use is in the playroom. LPA observed bathroom #2 with no poisons, medicines, or cleaning supplies posing a potential risk to the children in care.

LPA observed the outdoor play area. Outdoor play equipment is free from sharp or loose objects. LPA observed a sandpit no longer utilized by children in care. LPA instructed licensee to remove sandpit to ensure inaccessible to children in care. LPA observed an above ground pool with a 5ft gate with a metal lock and chain. LPA observed the above ground pool to be filled halfway with rainwater. LPA instructed licensee to remove the pool, empty out the water in the pool, and/or placing a self-latching device to ensure no potential risks to the children. The outside play area is gated. LPA advised licensee to place a self-latching device, empty the pool, or empty the water by 11/16/2023 and send the photos to LPA email sarah.garcia@dss.ca.gov.

LPA observed a charged fire extinguisher (1-A:10-B:C). LPA instructed the licensee to purchase the correct fire extinguisher classification that meets regulation, 2-A:10-B:C. LPA tested the smoke detector and carbon monoxide detector. LPA observed 2 functioning smoke detectors and carbon monoxide detectors. Licensee has a first aid kit which includes band aids, tweezers, and a thermometer. Fire drills are conducted every 6 months. The home has central heating and AC. During the inspection, the licensee’s husband, purchased the correct classification fire extinguisher. LPA observed the correct charged fire extinguisher (2-A:10-B:C).

The following area are OFF LIMITS to the children in care: Bedroom #1, Bedroom #2, Bedroom #3 (Master bedroom) including bathroom #3, and garage. Front yard and garage OFF LIMITS to the children in care.

Licensee has three dogs and 12 chickens on the premises. LPA discussed the importance of making sure that parents know program has pets in the home. Dogs remain outside on the side of the house. 12 chickens are in the front yard which remains off limits to the children in care.


All electrical outlets were observed to be covered. LPA reminded licensee to ensure all areas that have been designated as OFF LIMITS need to have doors closed and locked to be made inaccessible when children are present.
Licensee confirmed program provides meals and snacks and program is currently participating in the local Food Program. LPA discussed the importance of maintaining a system where allergies and food restrictions are noted.

There are no firearms or ammunition on the premises. Licensee currently does not administer medication. The home has working telephone service and LPA confirmed the phone number (310) 710-3894.

Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children.

Capacity as specified on the license is being maintained during today’s inspection.

LPA reviewed 5 children’s files and observed files to be complete. LPA observed 2 staff files to be complete. LPA discussed all necessary forms needed in each children’s file and provided licensee with the LIC 311D- Records to be maintain in the facility and provided licensee with a current copy to use as a reference when auditing files.

LPA reviewed Licensee’s Pediatric CPR and First certification and observed certification with an expiration date of 08/2025. LPA observed mandated reporter certificate issued 12/07/2022 and must be renewed every two years.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.


LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee, Caterina Minter confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are cited.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report with appeal rights was reviewed with the licensee, Caterina Minter.
