Licensing Program Analyst, V. Wheatley conducted a random inspection and met with the licensee. LPA observed 11 children. The licensee's daughter is also present. The licensee is also a foster parent. The children are allowed in the front room (day care room) and two bedrooms for napping. The older children are allowed in the den. The other two bedrooms are off limits and are inaccessible. The home is clean, orderly, comfortable and well ventilated.

LPA observed a working smoke detector, carbon monoxide detector, charged 2A10BC fire extinguisher and working telephone. The home has a wall heater in the day care room which is screened. There are several age appropriate toys, books, and equipment on the premises. The electrical outlets are inaccessible. There is a first aid kit and cots for napping. The licensee, daughter and husband all have current CPR and first aid that expires May 2019. Per the licensee, there are no firearms on the premises.

LPA inspected the front yard. There is a grassy area but no fence. There are no pets on the premises. The licensee may utilize the driveway for play as long as there are no cars in the driveway. Licensee was informed that children are to be supervised inside and outside of the home. According to the licensee, the children do not play in the backyard. There is one dog (yorkie) and one cat on the premises. The pets are inaccessible.

LPA explained Incidental Medical Services. According to the licensee, there are no children enrolled that are receiving these services. Licensee understands a written plan must be submitted to the department should children receive these services.

LPA discussed discipline policies, personal rights, civil penalties and appeal rights. LPA reminded licensee about reporting unusual incidents and injuries. In addition, licensee was reminded that all adults 18 and over living or working in the home and visiting on a frequent basis must be fingerprint cleared prior to being on the premises. A civil penalty will be assessed if this regulation is violated.

LPA reviewed the children's records which are complete. Immunization records are to be obtained from parent's prior to a child being left with provider. Immunization records shall be kept on blue cards from the local health department.

Licensee was informed in regards to the Mandated Child Abuse Training which is due January 2018 to March 2018. A certificate will be printed and kept on file. Licensee was informed in regards to Child Care Quarterly Updates and reviewing every quarter. Licensee was provided Safe Sleep brochures regarding infants sleeping on their backs.
LPA informed licensee that all infants must be placed on their backs when sleeping to prevent S.I.D.S. (Sudden Infant Death Syndrome).

In addition, no smoking is allowed on a day care premises. Never shake a baby to prevent Shaken Baby Syndrome. Children may only be in high chairs if they are eating. Hands must be washed after every diaper change. No baby walkers, exersaucers or baby bouncers are allowed on day care premises.

The following documents are posted: State license, emergency disaster plan, evacuation plan and parent's rights poster. The children's roster is accessible.

There are no violations according to Title 22 Regulations.
