LIcensing Program Analyst (LPA) P Rivas conducted an unannounced case management visit as a result of observation made during facility inspection tour.
Upon arrival LPA was met by Lauren Mariquez, Asst Director . Due to staffing and ratios, Ms. Manriquez was part of staff in the infant license and LPA conducted physical plant tour without Ms. Manriquez. . New proposed Director Ms. Gonzales arrived later during visit.

LPA toured Classroom C and D. Classroom D did not have children. At 7:45am LPA toured Classroom C .
Census was taken and LPA found the following; There were two school age children in Room C and there were 16 pre school children. There were two staff present . At 7:50am the two school age children were taken from room to be transported to school. LPA noted school age children were signed in at 6:56 am.
LPA observed the two school age children sitting quietly reading. Based on observations and interview. a B deficiency will be issued under; 101161(a) Limitations on Capacity A licensee shall not operate a child care center beyond the conditions and limitations specified on the license, including the capacity limitation.

This is a repeat violation- Civil penalties will be issued.


LPA interviewed staff 1(S1) Who indicated that the facility opens at 6:30am and school age children and pre school children are accepted into classroom C, school age children are in Classroom with pre school children until they are transported to school.

LPA advised Director packet is incomplete; All information is to be for current licensee. LPA explained that Learning Care Group may be the overall owner but the licensee is listed as Childtime Learning Center Inc.

A complete packet is to be provided to assigned LPA , G. Lucero.

During today's inspection a deficiency was cited under 101161(a) Limitations on Capacity A licensee shall not operate a child care center beyond the conditions and limitations specified on the license, including the capacity limitation

Exit interview conducted and report was reviewed with the director, Monique Gonzales. Appeal Rights were discussed. The facility representative was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days.


A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
