Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek conducted a case management inspection of the facility for the purpose of increasing capacity by adding one of the preschool rooms to the current capacity. LPA met with Assistant Director, Victoria Lopez. The director, Lynn Porter was not present today. LPA was given a tour of the facility by the Assistant Director. Currently the facility is licensed for 32 infants and toddles ages 0 to 2 years of age in rooms, 1, 10, and 11. The facility will add room 9 to the existing capacity. LPA observed there were a total of 6 staff with 17 infants and toddlers in the classroom and outside.
A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
The facility has requested to provide care and supervision to 52 infants and toddlers ages 0 to 2 years old in rooms 1, 9, 10, and 11. Rooms 1 and 11 are for younger infants and rooms 9 and 10 will be for older infants, Monday to Friday from 6:30 am to 6:30 pm and one Friday per month extended to 10:00 pm. The children are dropped off, signed in and out electronically. They entered the facility through the entrance of the building leading to rooms. The facility has met all the posting requirements.
The facility representative, Victoria Lopez was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The indoor activity space measurement for the current requested capacity is as follows:
Room # 1 is: 576.67 square feet. Crib area is 142.07 square feet which is not included in the activity measurement. (This room is for younger infants).
Room # 11 is: 683.94 square feet. Crib area is 191.54 square feet which is not included in the activity measurement. (This room is for younger infants).
Room # 9 is: 742.06 square feet. (This room is for older infants)
Room # 10 is: 611.64 square feet. (This room is for older infants)

There is a diaper changing table in each classroom that has 4 raised sides at least 3 inches. The diaper changing tables are located within the arm's reach of a sink. (sinks are built in the table). The positioning of director changing tales were discussed with assistant director and staff. LPA was told there are additional staff in the infant room to supervise children while the other staff is changing diapers. LPA discussed the procedures and position of diaper changing. LPA was told the staff disinfect the diaper changing pad surface before and after each use and follow the diaper changing procedure. The school representatives were reminded to make sure the staff never leave a child unattended on the diaper changing table.
The facility is equipped with carbon monoxide detector. The classrooms have age appropriate toys and equipment.

Total indoor activity space measurement is 2614.31 square feet divided by 35 = 74.69 (75 children). Total outdoor activity space measurement is 2967 square feet divided by 75 = 39.56 (40 children). Shade is provided by building shade, trees and a large umbrella.
Total of toilets: 8 X 15 = 90 children
Total of sinks: 18 X 15 = 270 children

The representatives were reminded of safe sleep regulations and logging every 15 minutes check on infants and toddlers under 24 months old. A sample of the log was given. LPA also discussed the items not allowed in the childcare facilities for infants and toddlers. A flyer of the banned items was given to Assistant Director. The facility has adequate staff with current CPR and 1st aide.Orange county Fire authority has approved Rooms 1, 9, 10, and 11 for infants and toddlers.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at:https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important license related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. The facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given to assistant director, Victoria Lopez and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the facility representative Victoria Lopez. Based on today’s indoor and outdoor measurements, the sinks and toilets availability, the request of the facility for increasing their capacity to 52 children ages 0 to 2 years old will be final reviewed and discussed with management in the Regional Office and after receiving the following. The facility will be notified if any additional information is required. Please submit the following no later than 30 days of today's date. 1- Waiver request to use the infant/toddler playground on a staggered scheduling not to exceed 40 children at any given time. Please submit the following for a waiver request: Waive request letter, Infant/toddler scheduling for morning and afternoon, LIC 999, LIC 500 and a photo of the infant/playground.
