On September 19, 2024, at 12:31 PM, Licensing Program Analyst (LPA) Courtnee Peebles arrived unannounced to KIDDIE ACADEMY OF MURRIETA (CCC) and met with Director, Breeana Baker to discuss the investigative findings of the allegation listed above. At 12:31 PM, LPA conducted a tour and census of the CCC. During the investigation, LPA conducted confidential interviews with three staff (S1, S2, S3) reviewed video footage and obtained documents pertinent to the investigation.

On August 2, 2024, Community Care Licensing (CCL) received a complaint with allegations stating, children are handled roughly while in care, more specifically on two separate occasions children were dragged to and/or thrown onto their cots during nap time. On 08/13/2024 video footage observed by LPA showed S1 picking a child up by their waist and throwing them onto their cot during nap time. On 08/14/2024 it was observed via video footage by LPA, S1 dragging a child to their cot and tossing them down while forcefully pushing their head down to go to sleep during nap time. Three of three interviews also disclosed S1 can be rough with the children in care and is rarely redirected.

Director stated, they have been training S1 regarding how rough they have been handeling children. The have also had a conference with S1 and have been doing a 30 day watch and observation ensuring S1 is properly handeling children in care.

Based on LPAs observation and interviews S1 can be rough with children in care, specifically during nap time by tossin, dragging, and forcefully laying children down on their cots. This poses a potential risk to the health and safety of children in care.

On September 19, 2024, at 12:31 PM, Licensing Program Analyst (LPA) Courtnee Peebles arrived unannounced to KIDDIE ACADEMY OF MURRIETA (CCC) and met with Director, Breeana Baker to discuss the investigative findings of the allegation listed above. On September 19, 2024, at 12:31PM, LPA conducted a tour and census of the CCC. During the investigation, LPA conducted confidential interviews with three staff (S1, S2, S3) reviewed video footage and obtained documents pertinent to the investigation.

On August 2, 2024, Community Care Licensing (CCL) received a complaint with allegations stating, Day care child sustained injuries while in care, and facility is operating out of ratio, more specifically that on 08/13/2024 during nap time in the toddler classroom there were 7 awake children roaming throughout the classroom and 3 sleeping children totaling 10 children in care with two staff whom were also roaming throughout the classroom. Three of three interviews revealed all staff present in the “todds” classroom are aware of what the proper ratios for children in care are. Additionally, LPA was able to review camera

footage, however due to there being a blind spot in the toddler classroom LPA was unable to confirm if all 7 children maintained in the classroom while the other three children slept. Additionally, each time LPA visited the facility, LPA observed that the toddler class as well as other classes were in ratio.

Regarding the allegation, Day care child sustained injuries while in care, LPA obtained multiple injury reports involving C1. Injury reports showed C1 had been bitten and scratched. Based on interviews staff were present and observed when C1 sustained these injuries. Based on camera footage it was shown C1 and another child were getting into physical altercations over toys but was immediately stopped by staff present. Three of three interviews disclosed when staff are made aware of an injury an incident report is completed even when an incident was not observed. C1 sustained scratches to the back of their neck however because it was not witnessed by staff and staff were unable to determine that the injury occurred at the CCC.

Based on conflicting statements, LPA is unable to corroborate the facility is operating gout of ratio and Day care child sustained injuries while in care. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the allegations did or did not occur, therefore the allegations are unsubstantiated.
