2) LPA Miriam Pennock conducted an annual random inspection at Horizon Prep Preschool in Rancho Santa Fe. Present to assist with the visit is the Director Cathy Towner. There are no bodies of water at the facility and there are no firearms or any other type weapon. Disinfectants, cleaning solutions and poisonous items are either kept in a top cabinet or with the custodian. Only green solutions are used here. Medications are kept in a safe place. Incidental Medical Services information will be sent to the Director. Since the last visit, policy has changed. Facility no longer provides snacks. Parents provide lunches and also snacks. Kitchen is no longer used here. Drinking water is available in each classroom. There are Culligan drinking water bottles in each class. Drinking water is available at the outside play yards as well.
School takes care of pest control and they come either after school on Friday or during school breaks.
A tour of the facility was taken. Each classroom looks the same. Room 100 is for TK. Rooms 101, 102, 103 are for ages 4-5 PreK and each classroom has wood floors, a sink and water cooler. Rooms 200, 201 and 203 are for children ages 3-4. Room 202 is for PreK - ages 4-5. Each of the classrooms in the 200 series have two toilets and one sink. Each classroom has a sink. Furniture and equipment are in good condition, free of sharp, loose and pointed parts. The rooms in the 100 series use the cafeteria bathrooms. This includes a female bathroom with 5 toilets and 2 sinks and the male bathroom with 3 toilets, 2 urinals and two sinks. All toilets and sinks are in safe and sanitary operating condition. All floors are clean and safe. There is a lunch room with tables of 16 for each class.
The outdoor play areas were toured. The 3-4 year old play yard has a huge play structure over wood chips. There are swings, canopy for shade, bike path, grass and gardening area. They can go to a second area with bikes and painting. The older children have a separate area with a larger play structure over wood chips for cushioning materials.
LPA was able to walk onto the campus and was directed to the Director's office. All staff have criminal record clearances on file before they start. Licensee does not exceed the conditions, limitations and capacity specified on the license. CPR and First Aid are renewed every August using The American Heart Association. Children are visually supervised at all times except as specified. Ratios are maintained at 16X2 or less. Children's records were reviewed. All have Admissions agreements, Emergency contacts, physician's reports and immunization records or letter on file. Staff records were reviewed. Personnel records document educational background, training or experience, health screenings and TB test results.

Incidental medical services were discussed. For IMS information, see evaluator Manual - regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. At the present time there do not appear to be any deficiencies and this facility appears to be meeting Title 22 and Licensing requirements. This is a public document which must be available at your facility site for a period of three years. Original signature is on original paperwork.
