LPA, Luigi Gargaro, conducted an unannounced inspection with the licensee. The home was toured and inspected to ensure an environment safe for the care and supervision of children per the standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes. Present were the licensee and no day care children. The fire extinguisher and combination smoke and carbon monoxide detector meet requirements and are operational. Most hazardous items were latched/locked and secured out of reach of children. There are no bodies of water or weapons in the home. A review of staff records on this date indicates that all adults or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Mr. Warsame did not have current First Aid and CPR certifications. Children’s records were reviewed and all were in order.

Licensee has provided adequate space for the children to eat, sleep and play within the home. Areas used for child care include the kitchen, the dining area, the living room, the family room and the day care bathroom. Off limits areas include the garage and the entire upstairs. The garage is inaccessible through use of a door lock. The upstairs is usually made inaccessible with a child safety gate but the licensee currently does not have one in place. The licensee has sufficient toys and equipment available. The home has a fenced backyard that is off limits. The yard is made off limits with a latching sliding patio door. The door also has a safety alarm installed on it to further prevent children from accessing the off limits yard. Licensee instead takes children to a local park for outdoor activity whenever it is needed. It was inquired of licensee as to whether he currently has any children who require any type of Incidental Medical Services and he responded that he is not caring for any children who require IMS at this time.

Licensee was cited for four type A and one type B violation today. Upon receipt of a type A violation, licensee shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. Analyst printed a copy of the Notice Of Site Visit today and had licensee place it in his facility notice area before he left the home.

Personnel Requirements. The Licensee and other personnel as specified shall complete training on preventive health practices including pediatric cardiopulmonary resuscitation and pediatric first aid, pursuant to Health and Safety Code Section 1596.866. Licensee did not have current CPR/First Aid certifications available. Not having current certifications is a potential danger to children in care.

Operation of a Family Child Care Home. Poisons, detergents, cleaning compounds, medicines, firearms and other items which could pose a danger to children shall be stored where they are inaccessible to children. Licensee had accessible chemicals in unlatched cabinets below kitchen sink (dishwashing liquid) and bathroom sink (bathroom cleansers) and sharp edged knives in accessible kitchen drawer. Having hazardous items accessible is an immediate danger to children in care.

Licensee immediately moved all hazardous items to off limits garage or placed in high cabinet. Licensee has until 07/13/16 within which to install operating latches in both sink cabinets and kitchen drawer and then submit photos showing their installation to analyst.

Operation of a Family Child Care Home. Fire Places and open space heaters shall be screened to prevent access by children. Licensee's fireplace in family room, which used to be inaccessible with a couch placed in front of it as a barricade had a non secured flat screen television in front of it. Not having secured screen or barricade in front of a home fireplace is an immediate danger to children in care.

Licensee removed the unsecured television and placed it in the off limits garage. Licensee then made the fireplace temporarily inaccessible by placing cushions in the fireplace opening. Licensee has until 07/13/16 within which purchase and install a screen or other appropriate barricade in the fireplace opening and then submit a photo to analyst demonstrating the completion of the correction.

Operation of a Family Child Care Home. Where children are less than five years old are in care, stairs shall be fenced or barricaded. Licensee did not have a required safety gate at the downstairs staircase entrance. Not having an installed safety gate at a staircase entrance to make it inaccessible is an immediate danger to children in care.

Operation of a Family Child Care Home. The home shall be free from defects or conditions which might endanger a child. Living room blinds had a cord that was low enough to be accessible to children. Having an accessible blind cord is an immediate danger to children in care.

Licensee tied blind cord up to make it immediately inaccessible to children in care. Licensee has until 07/13/16 within which to purchase and install a blind cord holder and then submit a photo to analyst demonstrating that the correction has been completed.
