Licensing Program Analyst (LPA) Manlutac performed an unannounced random annual inspection at the facility at issue. LPA met with licensee Christine Labbe, purpose of the inspection was explained. Present during the inspection were the licensee, one helper and nine children (five preschool aged, four infants). The facility was operating within licensed capacity and within ratio on this day. LPA inspected inside of the facility for health and safety hazards.

Day care consists of the living room and the bathroom. All other areas are off limits and made inaccessible by baby gates and hook locks. A nearby park is utilized for outdoor play.

LPA did not observe any bodies of water on the premises. Per licensee there are no firearms/weapons on the premises. There are no stairs on the premises that need to be barricaded. Cleaning supplies and chemicals are inaccessible to children, they are stored under the kitchen sink which is off limits to the children. There is no fire place that needs to be barricaded from children. The home is equipped with a combination carbon monoxide smoke detector, and a fully charged fire extinguisher that meets minimum size requirements. The home is clean and orderly. There are a sufficient amount of safe learning materials and age appropriate furniture in well repair available to children. The temperature in the home is comfortable.

Licensee presented a current roster of the children and children files. Children files had immunization records and signed parent’s rights notification forms. First Aid/CPR certification was presented and it expires in April of 2020. A log of emergency drills performed was presented and the last drill was performed in October of 2018.

LPA informed licensee that mandated reporter training can be taken at www.mandatedreporterca.com and that a certificate of completion is required.

LPA discussed with Applicant, that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety Code 1596.7995.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417.
