|LPA made a case management visit to the facility at issue, present was the director, Mary Salcedo with 6 staff and 32 children. The reason for the visit was the facility's switch from using a paper sign in and out system to a electronic sign in and out system. The system is an apple ipad based system. The name of the program is "Bright Wheel". The system is connected via WI-FI and can operate off line. Mary states All individual family members are provided a pin number. If one family has more then one child then all the children will appear under that pin but will need to be signed in individually. The facility will rely on legal correspondences and physical documents as well as staff enforcement in cases where there may be custody issues. There is also a back up system which utilizes paper for sign in and out in case of power failures, the information will kept track of in a data base. Mary states that the whole process begins at 8:00am where a teacher will log in to activate the system. The procedure for sign in is as follows:|

2. Hit pin.
In the occurrence where a person is not the usual pick up person and not on the emergency form. The teacher code is used and comments are inputted into the system. Mary told LPA that the parent would need to call in or email. A copy of the pick up persons ID is obtained, the parents are contacted (e.g. Today is not dad's turn to pick up so dad has another person posing as mom call in allowing dad to pick up.) Such scenarios were discussed and the director was advised to meet with staff to make sure they all understand the protocols in the use of this system and to develop better Identity verification procedure be developed such as using a smart phone or facsimile machine to transmit a copy of the drivers license of the authorizing guardian, and finally to keep accurate information on contact information to parents. LPA does recommend the facility to be issued an waiver for electronic sign in and sign out.
