Licensing Program Analyst (LPA) Ashley Lopez met with Director Greislye Parada for an unannounced Required - 1 Year inspection. LPA toured the indoor and outdoor areas of the facility with the director during today's inspection. LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan, Earthquake Preparedness Checklist, Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Child Car Seat Law (PUB 269), Emergency Drill Log (last fire drill 8/21/23), Activity Schedule, and Menu . Days and hours of operation are Monday through Friday 7:30am - 5:30pm. The facility is licensed to serve a maximum of 32 preschool children, ages 2 years old to first grade.

LPA toured the preschool classrooms and observed that the teacher/child ratio was in compliance during today's inspection. The facility has 3 classrooms, PS1, PS2, and PS3. LPA observed fully charged 3A40BC fire extinguisher in 2 classrooms. The director understands the conditions, limitations, and capacity specifications of the facility license. The director states that a child who becomes ill during the day, shall be isolated in the director’s office and they will use the staff bathroom.

LPA reviewed 8 children’s files and 5 staff files during today's inspection. Children’s Records were reviewed for completeness and Inspection of required forms was made. In review of children’s records, files contain information including: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary. All staff files reviewed contain the required transcripts, experience, immunization records, and Health Screening Report. All staff have current certificates of completion of the Mandated Reporter Training for Child Care Workers on file. At least one staff member has current CPR and First Aid certification on file. Director understands that there shall be at least one person, with valid CPR and First Aid certifications, on site at all times or present during off-site activities.

LPA observed that the facility is clean, safe, sanitary, and in good repair for children and staff. The director states they have an employee that comes in after hours to cleans the facility Monday through Friday. Director understands that the facility must be kept free of flies and other insects & rodents. LPA observed that all furniture and equipment is in good condition and safe for the children. Children bring reusable water bottles and the facility provides filtered water. In the outdoor playground area there is a water fountain for children to drink from. Staff and children's bathrooms are clean, sanitary, and operable. The director states that there are no weapons or firearms on the premises. The facility has a central fire alarm/smoke detector system and working carbon monoxide detectors.

LPA observed the storage areas are clean, free of litter & rubbish, and free of rodents and other vermin. The facility provides Breakfast, Lunch, and PM snack to the children. LPA observed that the kitchen is clean, safe, sanitary, and in good repair for staff.

The facility does administer medications. Incidental Medical Services (IMS) policy was discussed. The playground area utilized by children is surrounded by appropriate fencing and the outdoor surfaces are safe for the children. LPA observed that the outdoor equipment is age appropriate and in good condition. Shade is provided by canopies and building overhang in the playground. There is sufficient resilient materials in the outdoor playground area. LPA did not observe any bodies of water.

The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
