32 | garage, LPAs observed boxes stacked to the ceiling and tables and counters covered in various papers and craft supplies. The side door in the garage did not contain a single action door handle, was equipped with a dead bolt, and had a latch located towards the top of the door. The side door led to a side yard that was filled with excessive clutter which prevented egress. Both gates at either end of the side yard were secured with padlocks.
On 10/13/25, a Fire Inspector with Redding Fire Department inspected the facility and denied the fire clearance due to exiting issues, housekeeping and special hazards regarding the garage and patio area. On 10/15/25, CCLD received notification from the fire department that the facility fire clearance was denied. The licensee operated until October 17, 2025, despite being notified of an invalid fire clearance.
Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D.
LPA Cunningham informed licensee Elaine Gibson-Cassidy that this report dated 10/17/25 documents one Type A citation which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care.
Also, LPA Cunningham informed the licensee to provide a copy of this licensing report dated 10/17/25 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
Exit interview conducted and report was reviewed with the licensee Elaine Gibson-Cassidy. Appeal rights were provided.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. |
